FBR misses July-October tax target by Rs124 billion despite 6 percent growth

The Federal Board of Revenue (FBR) collected Rs4.06 trillion in taxes during the first four months of fiscal year 2026-27, missing its July-October target by Rs124 billion, according to provisional figures compiled by Friday evening. Collections were up about 6 percent, or Rs220 billion, on the same period last year — well below the 17.4 percent growth pace needed to reach the annual target of Rs15.263 trillion.

October alone brought in Rs974 billion against a target of Rs1.132 trillion, a shortfall of Rs158 billion. Income tax was the main drag, at Rs1.85 trillion against its four-month target, missing by Rs165 billion, while sales tax stayed above target for a fourth straight month. Officials expect Saturday’s final-day returns and import receipts to add Rs20-40 billion, narrowing but not closing the gap.

The shortfall matters because the IMF has linked approval of the next loan tranche to meeting the first-half revenue target. The FBR’s own internal assessment now puts full-year collection at Rs14.3-14.6 trillion, below the annual goal.
